  5.     President Bush's new travel policy, announced last week by
  6. White House counsel C. Boyden Gray, bars chief of staff John
  7. Sununu from taking personal trips on government aircraft except
  8. for "immediate and compelling need." Even though he outranks
  9. Gray, Sununu must get specific, advance clearance from him for
  10. official flights.

  12.     Prompted by nearly three weeks of embarrassing revelations
  13. in the press, the ban follows a seven-day investigation by Gray
  14. into Sununu's past excursions on military planes. A number of
  15. the more than 70 such trips that Sununu has taken since April
  16. 1989 appear to have been devoted mainly to personal or
  17. political pursuits -- including ski weekends in Colorado and his
  18. home state of New Hampshire. The cost to U.S. taxpayers is more
  19. than $500,000, only a fraction of which was reimbursed by
  20. Sununu, though some trips were bankrolled by private corporate
  21. interests in apparent violation of federal ethics laws. On the
  22. day the restriction went into effect, Sunu nu took a military
  23. jet to deliver a commencement address at the University of
  24. South Carolina, a flight the White House deemed appropriate.
